How the UK General Election 2024 Could Impact Community Venues: Analysis of Party Manifestos

The Conservatives pledge to extend their Community Ownership Fund, which currently stands at £150 million. This fund allows communities to apply for financial support to take ownership of at-risk assets such as pubs, libraries, and leisure centres.

Since the fund’s launch in 2021, 330 venues have been transferred to community ownership, averaging about 110 new community venues per year. Based on this rate, we could see another 550 community venues established by the end of the next parliament.

Labour’s Stance

Labour’s manifesto doesn’t specifically address community venues, but it emphasizes devolving more power to Combined Authorities and Local Authorities. This devolution could enable local authorities to better support community venues. Labour has also expressed a commitment to giving communities a ‘right to buy’ cherished community assets.

Liberal Democrat Proposals

The Liberal Democrats also advocate for greater devolution of power and resources to local governments. This includes enhanced authority over community assets to help local authorities protect vital local infrastructure, likely encompassing community venues.

Green Party Investments

The Green Party proposes a £5 billion investment in community sports, arts, and culture over five years. This funding aims to support various community venues, including museums, art galleries, and libraries, to keep them open and thriving. However, the exact allocation for community centres and village halls is not specified.

SNP Plans

At the time of writing, the SNP’s manifesto has not been published. However, it’s expected that the SNP will continue to expand the Community Empowerment Act (Scotland), which facilitates community ownership of land and buildings through asset transfer. This could result in more community venues across Scotland.

Plaid Cymru Support

Plaid Cymru promises to support local communities in keeping essential services, such as pubs and community centres, open despite rising costs.

Reform UK’s Position

Reform UK has not released a specific manifesto but instead has a contract document. It does not include policies specifically addressing the challenges faced by community venues.

Conclusion

Reviewing the party manifestos reveals a strong commitment to supporting community venues in the next parliament. We could see a significant expansion in the number of community venues through community ownership rights and government assistance in purchasing crucial community assets. Regardless of the election outcome, there appears to be a focus on protecting and growing community spaces. However, the true extent of political focus and the realization of funding promises will only become clear after the election.
